| A number of legislated advantages, such as the SBA’s
8(a) program, provide tribes with access to contract work for particular federal agencies. For
example, several tribes have set up manufacturing facilities to produce parts and technology for
the Department of Defense. Chickasaw Nation Industries, which has found a niche in meeting needs
of the Department of Defense, provides an excellent example of using government contracting for
economic development. |

| The United States Small Business Administration (SBA)
created the 8(a) program, named after that section of the Small Business Act, to help small companies
owned by disadvantaged groups, such as Native American tribes and Alaska Native Corporations. |

| One of the ways it does so is by awarding federal contracts.
Under the program, SBA acts as a prime contractor, entering into contracts with other federal government
departments and agencies. In its role as a prime contractor, SBA awards subcontracts for their performance
by certified companies.
